INDIA: Reliance Energy to build mega power plant in Haryana

The Anil Ambani-owned Reliance Energy Ltd's engineering, procurement and construction arm is all set to build a 1,200 MW thermal power plant near Barwala in Hisar district of Haryana. Prime Minister Manmohan Singh laid the foundation stone for the project on Saturday.

The largest of the 3,000 MW projects of the Haryana government in the pipeline, the power plant would be set up by Haryana Power Generation Corporation Ltd. (HPGCL) within the next four years, according to a company statement.

The Rs 38-billion project gets the first mega project status in northern India under the government's mega project policy. Reliance Energy, which emerged as the lowest bidder, has been given the task to build the power plant on turnkey basis. The project consists of two units of 600 MW each and would be commissioned within 34 and 36 months.

The plant, once ready, would be able to produce 28.8 million units of power catering to the needs of hundreds of millions of people in northern India.

The project is proposed to be financed with debt and equity ratio of 80:20 with the Haryana state government contributing 20 per cent of the total cost.

The interests of fairly industrialised Haryana will be accommodated by the Centre as and when it draws a plan to develop atomic energy plants, Prime Minister Manmohan Singh said today.

The north Indian state, which is home to several automobile companies, textiles and scientific instrument industry besides ITeS units, is reeling under a severe power crisis resulting in long outages to domestic consumers.

The Prime Minister was speaking after laying the foundation stone for a 1,200 MW thermal power project to be developed by Reliance Energy Ltd's Engineering, Procurement and Construction division on turnkey basis.

"Last year in Panipat, I had said that a nuclear power plant will be started. I am told that a site in Fatehabad has been selected and very soon work on developing the nuclear power project will start," Singh said in a prepared speech, copy of which was circulated to the media.

"This will help to reduce power shortage in the next two-three years,"
he said.

The thermal power project here, to be christened Rajiv Gandhi Vidyut Khedar Thermal plant, would be developed at a cost of over Rs 4,297 crore and would produce an additional 288 lakh units of power.

Haryana's electricity demand during the next two months is estimated between 877-902 lakh units, whereas the availability is around 822-826 lakh units.

The energy generated will be supplied to additional 4.4 lakh consumers or 11 per cent of the existing consumers.

Singh also emphasised that adequate power is needed for taking up development activity and promised to provide all assistance to Haryana for developing the power sector. The thermal power plant would be developed in two phases of 600 MW each and the first phase would be completed by December 2009 and the project commissioned in March 2010.

Haryana Chief Minister Bhupinder Singh Hooda said the project would help Haryana move toward its target of raising power generation by 5,000 MW.

At present, the state's own stations generate 1,587 MW, besides 937 MW from jointly developed projects, while the rest is from central projects. The total installed generation capacity available to it is 4,051 MW.

Earlier, the Prime Minister inaugurated the EDUSAT satellite-based education programme in Haryana.

Speaking on the occasion, he underlined the need for bridging quality gap between government schools and private schools. He further said Edusat will provide good education by making use of teleconferencing and data transmission.
