It will significantly expand electricity and water infrastructure, and inject an initial 4,000 megawatts into the power grid along with 90 million gallons of water daily.
A memo on the scheme has been referred to the public utility ministerial committee for further study.
In other Cabinet developments, the Premier gave directives to protect the marine environment and fishing beds from all irresponsible acts and illegal fishing methods to preserve the livelihoods of a large social segment in the kingdom.
Ministers reviewed regulations governing fishing and protection of marine resources including a decree regarding the shipmaster's presence as vital to stop any action that endangers marine and environment safety.
In this regard, the Minister of the Prime Minister's Court has been tasked to co-ordinate and come up with a shared vision on how to preserve fish and marine resources.
