SYRIA - INDIA , agree to cooperate in oil sector

India and Syria have identified several areas to push their growing ties in the hydrocarbon sector, including exploration, production, refining, marketing and training. The broad outline of cooperation was reached during the ongoing visit of India's Petroleum Minister Murli Deora to Damascus where he not only met with his Syrian counterpart Sufian Al-Alao, but other senior officials as well.

"Syria has agreed to work closely with Indian firms and to consider the request of the Indian side for allocating blocks on preferential basis in the spirit of mutually beneficial relationship," a petroleum ministry statement said here Friday.

"Syria would also provide information to Indian companies about seven off-shore blocks proposed for bidding later this year," the statement said reflecting the outcome of the meetings also attended by Petroleum Secretary M.S. Srinivasan.

From the Indian side, the state-run Oil and Natural Gas Corp (ONGC) offered to assist the Syrian Petroleum Company (SPC) to increase oil recoveries from their heavy fields through some state-of-the-art techniques developed by the company.


The state-run Indian oil major will also help the Syrian firm in interpretation data pertaining to sub-surface activities so that oil production that declined from 400,000 barrels a day to 600,000 barrels can be enhanced, officials said.

In refining, two state-run enterprises, Indian Oil Corp and Engineers India Ltd, conveyed their interests in participating in Syria, especially in upgrading the upcoming Banias Refinery project as well as the setting up of new refineries.

"The Syrian side agreed to provide details of the project and companies working on the tender for the Banias Refinery upgrade project to maximize gasoline and gas oil production," the ministry statement said.

The Syrian officials also informed their Indian counterparts that GAIL (India) Ltd had qualified to develop compressed natural gas-based infrastructure and distribution network and that bids will be invited later this year. The two sides also agreed to form small joint working groups in identified areas of mutual cooperation comprising officials of both countries to fine tune and monitor the work programmes.

They also agreed to intensify high-level bilateral exchanges and consultations to facilitate enhanced cooperation. In this connection, Deora invited his Syrian counterpart to visit India.
